The Council is headed by an Executive Secretary / Chief Executive Officer who is responsible for the
day-to-day management and the implementation of policies as approved by the Board of Directors and
/ or the Government of the Federal Republic of Nigeria.
In compliance with the Federal Government reform programme, The Council now has five departments
and five independent units reporting to the office of the Executive Secretary/CEO.
The Departments are:
Inland Transport Services Department
Commercial Shipping Services Department
Finance and Administration Department
Corporate Planning and Research Department
Legal Services Department
The units are:
Cargo Defence Services Unit
Public Relations Unit
Internal Audit Unit
Servicom Unit
Liaison Office Abuja

The Council has extensive coverage nationwide to assist in providing its services to shippers (importers and exporters) nationwide as follows:
- Headquarters in Lagos
- Liaison Office in Abuja
- Co-ordinating Offices in Jos, Kano, Aba, Port
Harcourt, Bauchi and Ibadan.
- Ports Offices in Calabar and Warri
- Area Offices located inland at:
- Lokoja
- Ilorin
- Maiduguri
- Onitsha
